in St. Louis, Missouri in 1972, but until very recently, only three jurisdictions in the state were authorized to have them.\u00a0 Thanks to the efforts of a consortium of local REALTOR<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\"> boards working with the state association, a new law now legalizes land banks in communities of over 1,500 residents throughout the Show Me State, facilitating the transfer of vacant properties to the market, and supporting homeownership. <\/span><a href=\"https:\/\/realtorparty.realtor\/campaign-services\/issues-mobilization\"><span data-contrast=\"none\">Issues Mobilization<\/span><\/a><span data-contrast=\"none\"> and <\/span><a href=\"https:\/\/realtorparty.realtor\/member-consumer\/consumer-advocacy\"><span data-contrast=\"none\">Consumer Advocacy Outreach Grants<\/span><\/a><span data-contrast=\"none\"> from the REALTOR<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\"> Party helped secure the legislation.<\/span><span data-contrast=\"none\">Missouri REALTORS<\/span><span data-contrast=\"none\">\u00ae <\/span><span data-contrast=\"none\">have long been determined to expand the use of land banks to provide local governments with a means of addressing vacant properties, strengthening neighborhoods and shoring up the tax base, says Erin Hervey, Missouri REALTORS<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\">\u2019 Vice President of Government Affairs and Local Board Relations.\u00a0 She explains that vacant homes can trigger a downward spiral toward blighted neighborhoods where property values drop and crime rates rise.\u00a0 \u201cLand banks are a great concept, but a complex legal tool,\u201d she says, \u201cso in order to drum up public support, we worked with a creative agency to develop a fantastic 5-minute animated video that is concise, accessible, engaging and informative.\u201d\u00a0\u00a0<\/span><span data-contrast=\"none\">The video and the dedicated website where it is featured were supported by a Consumer Advocacy Outreach Grant awarded jointly to Missouri REALTORS<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\">, the Kansas City Regional Association of REALTORS<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\">, the Greater Springfield Board of REALTORS<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\">, and the St. Louis REALTORS<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\">.\u00a0\u00a0 It was a very effective way to get the information out into communities, targeting areas with significant blight, says Hervey.<\/span><span data-contrast=\"none\">On the political level, Charlie Hinderliter, St. Louis REALTORS<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\">\u2019 Senior Vice President of Government Affairs, explains that the REALTORS<\/span><span data-contrast=\"none\">\u00ae<\/span><span data-contrast=\"none\"> brought together efforts by state legislators from St. Louis and Springfield, forming a coalition from two sides that had been working separately on the land bank issue.\u00a0 They were joined by several housing organizations that, through the Center for Community Progress, were able to access best practices that were incorporated into the bill.
