{"id":18625,"date":"2024-03-06T19:06:49","date_gmt":"2024-03-06T19:06:49","guid":{"rendered":"https:\/\/realtorparty.realtor\/?p=18625"},"modified":"2024-03-06T19:15:45","modified_gmt":"2024-03-06T19:15:45","slug":"santa-fe-realtors-promote-diverse-housing-options-in-housing-strapped-region-2-3-2-2-3-2-2-2-2-2-2-2-3-3-2-3-2-2-2-2-2-2-4-2-4-2-2-3-2-4-2-2-3-2-2-2-2-3-3-2-2-3-2-2-2-3-2-3-2-2-2-2-3-3-2-2-2-3-2-2-14","status":"publish","type":"post","link":"https:\/\/realtorparty.realtor\/homepage\/success-story\/sar-im0324","title":{"rendered":"Salt Lake REALTORS\u00ae Work with City to Implement Innovative Affordable Housing Incentives"},"content":{"rendered":"<p><a href=\"https:\/\/realtorparty.realtor\/wp-content\/uploads\/2024\/03\/salt_lake_board_of_realtors_logo.jpg\"><img decoding=\"async\" width=\"200\" height=\"200\" class=\"alignright size-full wp-image-18657\" src=\"https:\/\/realtorparty.realtor\/wp-content\/uploads\/2024\/03\/salt_lake_board_of_realtors_logo.jpg\" alt=\"\" srcset=\"https:\/\/realtorparty.realtor\/wp-content\/uploads\/2024\/03\/salt_lake_board_of_realtors_logo.jpg 200w, https:\/\/realtorparty.realtor\/wp-content\/uploads\/2024\/03\/salt_lake_board_of_realtors_logo-150x150.jpg 150w, https:\/\/realtorparty.realtor\/wp-content\/uploads\/2024\/03\/salt_lake_board_of_realtors_logo-70x70.jpg 70w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/a>In Salt Lake City, where affordable housing is in short supply and available land is just as scarce, conventional incentive programs for new-build efforts don\u2019t apply.\u00a0 So, city planners devised an innovative approach to address the shortage by encouraging infill development, proposing Affordable Housing Incentives (AHI) as a new zoning amendment.\u00a0 The Salt Lake Board of REALTORS<sup>\u00ae<\/sup>, which had worked alongside the city to craft the incentives, used an <a href=\"https:\/\/realtorparty.realtor\/campaign-services\/issues-mobilization\">Issues Mobilization Grant<\/a> from the REALTOR<sup>\u00ae<\/sup> Party to drive voter support for the landmark zoning changes.<\/p>\n<p>\u201cDemographically, Utah is the youngest state in the nation, with a steady influx of residents and a steady increase in housing prices,\u201d states Matt Clewett, Vice President of Public Policy and Advocacy\u00a0of the Salt Lake Board of REALTORS<sup>\u00ae<\/sup>.\u00a0 Citing a study by the Kem C. Garner Institute at the University of Utah, he notes that Salt Lake County alone will need to construct more than 49,000 new housing units by 2030 to meet expected demand.\u00a0 Salt Lake City\u2019s new incentives include the\u00a0city-wide\u00a0ability to add extra stories to existing houses, as well as townhouses, three- to four-unit buildings, sideways rowhouses, and cottage developments\u00a0to any lot zoned single-family,\u00a0so long as setback and\u00a0certain affordable housing requirements\u00a0are met.<\/p>\n<p>Salt Lake City\u2019s new incentives include the ability to add extra stories to existing houses, as well as townhouses, three- to four-unit buildings, sideways rowhouses, and cottage developments, based on the current residential zone of a particular property and mandating certain affordable housing requirements. \u00a0\u201cFortunately,\u201d adds Clewett, \u201cUtah already has a pretty significant culture of accessory dwelling units and in-law suites, so responding to the housing deficit with incentives for homeowners to add additional units to their existing lots is not a radical idea.\u201d<\/p>\n<p>What is novel, is the incentivized, free-market approach \u2013 \u201cIt\u2019s a model ordinance based on a creative solution that fundamentally changes the idea of housing in Salt Lake City proper,\u201d says Cate Klundt, Government Affairs Director of Utah REALTORS<sup>\u00ae<\/sup>, which supported the local board\u2019s campaign to establish the AHI ordinance. \u00a0\u201cOnce the city had identified neighborhood in-fill as the best strategy for a jurisdiction that was already built to its outer limits, it sought ways to remove barriers and found an incentive-based solution.\u00a0 Applying this to the whole city, by zone type, ensures a fair distribution and responsibility for increased housing.\u201d<\/p>\n<p>To convince the City Council that they had residents\u2019 support for the concept, Salt Lake REALTORS<sup>\u00ae<\/sup> made use of a highly targeted digital strategy.\u00a0 Working with the REALTOR<sup>\u00ae<\/sup> Party\u2019s polling partner, explains Klundt, \u201cWe can find the exact people who will be the best audience for our message and the best messengers to their elected officials.\u00a0 We found so much support by identifying those in key demographics in key parts of the city, who we knew support affordable housing.\u201d\u00a0 These positive calls of reassurance from constituents who believe that the AHI ordinance is good policy tipped the scales: the ordinance passed by a 6-1 vote in early December and will go into effect in May of this year.<\/p>\n<p>\u201cIt was a fun campaign, marking great progress for Salt Lake City, and we are really grateful to UAR and NAR for their support!\u201d says Clewett.\u00a0 Amplifying the success of the new legislation, Klundt is already working on replicating the Affordable Housing Incentives in other Utah municipalities.\u00a0 It\u2019s a concept that could be applied in communities nationwide where affordable housing development needs a leg-up, she says.<\/p>\n<p>To learn more about how the Salt Lake Board of REALTORS<sup>\u00ae <\/sup>is supporting innovative zoning policies to increase affordable housing, contact Matthew Clewett, Vice President of Public Policy and Advocacy, at <a href=\"mailto:matt@slrealtors.com\">matt@slrealtors.com<\/a> or 775-843-1127;
